DENR to start processing applications for residential free patents PDF Print E-mail

Koronadal City (DENR XII/PIA SarGen) -- The regional head of the Department of Environment and Natural Resources (DENR) based here recently directed subordinate officials to start accepting applications for free patent covering residential lands.

DENR Region XII Executive Director Raquil-Ali M. Lucman Tuesday last week instructed the Community Environment and Natural Resources Officers or CENROs to provide the necessary application forms to those wanting to avail of the said mode of applying for land title.

All applications for residential free patents should be filed with the agency?s CENRO which has jurisdiction over the land being applied for. Of the 170 CENROs all over the country, nine are located in Region XII with each province having two CENROs, except North Cotabato which has three field offices including the interim CENRO in Cotabato City.

The processing and issuance of free patents to zoned residential lands, including town sites, comes with the passage of Republic Act No. 10023, otherwise known as the New Free Patent Act on Residential Land.

Earlier, DENR Secretary Ramon Paje announced three weeks ago that the necessary application forms have been downloaded to all field offices of the department nationwide.

"We are enjoining the public to take advantage of this new program of the government. Not only is this free, but this will also legalize the private land rights of qualified Filipinos who are found to be occupying zoned residential lands without appropriate land titles," Paje explained.

Under the Act, any Filipino citizen who is an actual occupant of a residential land for at least 10 years may apply for a free patent provided that the land being applied for is not needed for public service or public use.

GENERAL SANTOS CITY, Aug 4 (PNA) – Police authorities have filed illegal gambling charges against a sister of Sarangani Rep. Emmanuel Pacquiao and 26 other suspected gambling bettors and coordinators who were arrested in a raid at an alleged operations base of an illegal numbers game here last week.

Chief Insp. Leo Sua, investigation and detection management section (IDMS) chief of the city police office, said they filed a complaint before the City Prosecution Office here against Isidra Pacquiao-Paglinawan and at least 26 other suspects for violation of Republic Act (RA) 9287 or the anti-illegal numbers game law.

He said they filed the complaint based on various pieces of evidence they gathered during the last July 29 raid at Paglinawan’s residence in Barangay San Isidro here that supposedly serves as operations base of the “last two” illegal numbers game in the area.

Sua said the 26 persons who were arrested during the raid were charged for allegedly acting as either “last two” bettor or coordinator.

“We filed higher charges against Paglinawan because she allowed the use of her house as base of illegal gambling activities. It appears that she’s a maintainer of the illegal numbers game being the owner of that house,” the police official said.

Section 3e of RA 9287 or an Act Increasing the Penalties for Illegal Numbers Games, provided for the penalty of imprisonment for 12 to 14 years for persons who would be found guilty as maintainer, manager or operator of the illegal numbers game.



 
ARMM Freeport completes P20-million water supply system PDF Print E-mail

PARANG, Maguindanao - Extensive efforts to fully open the Polloc Freeport to national and foreign vessels have gained another momentum with the recent completion and opening of its P20 million water supply system, authorities announced Tuesday.

Officials of the Autonomous Region in Muslim Mindanao (ARMM) formally inaugurated the water project at the Freeport terminal in Barangay Polloc here on recently, Port Administrator Moharrim Mohammad said.

"As we completed and opened the water supply system, we see more opportunities and facilities to follow suit at our Freeport and enable us to meet other requirements needed for our full operation," Mohammad said.

He said the Freeport is the "showcase" of the six-month-old administration of ARMM acting Gov. Ansaruddin Alonto-Adiong in the intensified campaign to bring the autonomous region to greater heights.

For his part, ARMM Executive Secretary Naguib Sinarimbo said the Adiong administration has rigorously sourced out P20 million for the construction of the project that started two months ago and its completion was a "breakthrough" in the setting up of facilities for infrastructure and economic investments in the region.

Sinarimbo, who represented Adiong in the ceremonies, called on concerned people and groups to support the Freeport facility as a vital instrument to improve the economy of the 20-year-old region, which comprises five provinces and two cities.

"Let us shift from our mindset that our community would perennially lag behind its counterparts in this country. Of course, we can make the difference if we only unite and put our acts together the way we restored the Polloc Port in its operational stature and transformed it to a Freeport," Sinarimbo said.



 
Fire razes old municipal hall building of Sarangani coastal town PDF Print E-mail

GENERAL SANTOS CITY, Aug. 3 (PNA) – A huge fire razed to the ground early Tuesday the old municipal hall building of Maasim town in Sarangani province, destroying several major government offices in the area.

Insp. Raffy Valila, acting Maasim police chief, said the fire broke out at around 3:50 a.m. at the rear portion of the building that houses the Commission on Elections (Comelec) municipal office and the offices of the municipal treasurer, assessor, budget and human resources and development.

He said the blaze engulfed the predominantly wooden structure several minutes after it was first monitored by the municipal government’s security personnel who were then stationed at a nearby building.

Valila said the fire spread even faster when a motorcyle parked inside the building, several personal computers and appliances caught fire and triggered some explosion.

“It spread quite faster than usual so we did not have enough time to save any of the valuables from some of the offices inside,” the police official said.

Since the town has no fire truck, Valila said they immediately issued a fire call to the city fire station here and the neighboring municipalities.

Senior Insp. Renel Belonio, General Santos City fire marshal, said they rushed to the area after receiving a fire call at around 4:15 a.m.

He said several other fire trucks from Kiamba and Maitum towns in Sarangani arrived at past 5 a.m.



 
Sarangani rescuers win in national tilt PDF Print E-mail

Alabel, Sarangani (PIO Sarangani/PIA SarGen) -- Sarangani Quick Response Team (QRT) was declared champion and 1st runner up at the 1st National Rescue and Disaster Response Competition in Albay last week.

The 18-man team won the building collapse event against three other competing teams and 1st runner up for the water rescue event.

"We have no actual training here in the building collapse rescue, but we did theoretical research and we made it," team leader Jerry Jucaban said. "That's one thing we learned from the competition."

In 2004, Sarangani QRT was the only team of rescuers from Mindanao who volunteered for the retrieval of landslide victims in Ginsaugon, St. Bernard, in Leyte.

"Our rescuers learned a lot from the competition - mind, strength, and speed," provincial action officer Hermelo Latoja said.

In the rough terrain event, none of the competing teams was declared winner because time lapsed and no team finished the race, though Sarangani team was leading.

Latoja said while on their way back to Sarangani, he received a disaster call from barangay Kihan due to a flash flood that occurred in the said barangay.

Disaster calls in the province are directed to Latoja through his mobile number 09209476056, or at the office of the provincial disaster coordinating council at 508 3024.

"The competition is to show to the world that the Philippines is always ready for disasters," Latoja said.
